How a traffic charge works in Thunder Bay
Thunder Bay tickets are issued by two services, and the city's own disclosure request form asks you to tick which one: Thunder Bay Police Service, which polices the City of Thunder Bay and the Municipality of Oliver Paipoonge, or the OPP, whose Thunder Bay detachment sits at 3267 Highway 130 in Rosslyn and whose Nipigon detachment is at 422 Highways 11 & 17. The issuing agency is printed on your offence notice, and it decides whose officer notes and device records the prosecutor has to hand over.
The City of Thunder Bay Court Services office at 105-1265 Arthur Street East administers Provincial Offences Act matters for charges laid by the police forces and enforcement agencies operating across the Thunder Bay District, not just the city. Satellite district courts sit under the Thunder Bay office for Nipigon, Geraldton, Schreiber, Marathon and Armstrong, and the city's 2026 schedule states that all district court dates are hybrid — Zoom and in person — run from the base court in Thunder Bay, with no in-person courts scheduled for any district court dates. The office is open Monday to Friday, 8:30 a.m. to 4:30 p.m., at (807) 625-2999, and accepts trial requests by email to ctbcourt@thunderbay.ca.
Remote appearance is the default posture of this court, which matters when a ticket was issued in Nipigon or Marathon. Trials proceed by Zoom video, with a toll-free dial-in published for those who cannot connect by video, when you mark that choice on the back of your offence notice or file the Remote Appearance Request form with it; leave it blank and you are scheduled to attend Arthur Street in person. A "plead guilty with submissions to penalty" is done by phoning (807) 625-2999 for an audio teleconference appointment with a Justice of the Peace. Disclosure is requested on the city's Request for Disclosure form sent to the Municipal Prosecutor's office at 500 Donald Street East, 1st Floor, (807) 625-2413. Can a Thunder Bay traffic ticket be dealt with by video?
Yes. When you return the Option 3 (trial) portion of your ticket, you indicate by your signature — or by filing the Remote Appearance Request form with it — that you want a virtual trial by Zoom. If you do not, your trial is scheduled for in-person attendance at Arthur Street. A toll-free dial-in is published for those who cannot connect by video. What is 'plead guilty with submissions to penalty' in Thunder Bay?
Option 2 on your ticket. You call (807) 625-2999 and the office books an audio teleconference appointment for you to speak to a Justice of the Peace. A conviction is registered; the submissions go only to the fine amount or time to pay. If you want the charge itself challenged, that is Option 3 — a trial — where disclosure and a resolution discussion with the prosecutor come into play.
